see marco rubio going out to iowa already. it seems like these people are getting themselves into place already. >> i'm sure marco rubio visited area many, many times before he was a united states senator. >> yeah. >> these people would tell you this isn't about a presidential race, but of course it is about taking the temperature there. there are a lot of republicans thinking about running in 2016. i think some of those decisions will be contingent on who's running. jeb bush is about as big a fish as you could find in the republican pond. there probably isn't enough room if for both him and marco rubio to run. paul ryan i think is a potential candidate in 2016 and then a number of others, bob mcdonald, the governor of virginia. if he fipds something that's helpful to him to raise his profile. i think these guys are trying to get an idea of what the kopt bugss would be like. what the field looks like. what kind of platform they could put together to appeal to the voters that mitt romney did not. obviously, mitt romney had a huge deficit with african-american voters, hispanic

the presidential mansion just up the block. then just two saturdays ago, florida senator marco rubio was showing a little leg in iowa showing this early nominating state where he broke a fundraising record for the governor there. on tuesday night, this week, rubio and another potential gop heir apparent, congressman paul ryan are looking to get their political weight up by laying out their respective road maps for the jack kemp foundation. republicans ready to turn the page are introducing their new class of hopefuls, nice and early. it's a big class. a herd if you will of elephants stampeding toward 2016. there are those whose ethnic heritage alone will help to put a new face on the gop. in addition to senator rubio, there's new mexico governor susanna martinez, louisiana governor bobby jindal, south carolina governor nicki hailey and brian sandoval. two of the contenders intersect with the contingent of women would-be nominees. along with minnesota congressman michele bachmann. she isn't the only do over on the list. she's joined by fellow pennsylvania senator rick santorum and texas governor

. and both of them are trying to do personal makeovers and makeovers for the party. marco rubio who i think is in a tier in his own, so far ahead of anybody else if he decides to run, he's worried about just being the hispanic candidate. so he's going to start adding substantive accomplishments to his record. he has a two-year plan between now and 2014, november of 2014 to try to notch some specific accomplishments on immigration and on the economic front. so if and when he does run for president, he's not just the great communicator in the eyes of republicans, but somebody that has substantive accomplishments. for paul ryan, he doesn't want to be the austerity guy. so he too is looking at poverty, looking at immigration, and other issues to broaden his own portfolio. we have a great nugget in the piece about how in the campaign he wanted to go in inner cities, talk about poverty, and he got slapped back by the romney folks who said there's no constituency, there's no votes, we're not focusing on those issues. >> what's the next act for paul ryan coming off a losing vice presidential bid? w

or andrew cuomo, not saying these people are running, but jeb bush, marco rubio, pick your candidate -- it is not about could we win iowa, could we build a grass-roots campaign? what is your platform? not saying this candidates will not have to do that, but if you do not have a super pac game that is huge you are not going to be able to win your party nomination. that is it really disturbing trend. >> in any given competitive congressional campaign in the country the candidate committee, the actual campaign of the guy running for office or the woman running for office, has the smallest voice in the race with regard to the outside groups. it is increasingly true in senate races. it is increasingly true even in the presidential race. a brief follow up to that -- to talk about the senate and congressional and presidential races. is this kind of technique that was owned and endorsed by the supreme court and so on in this election, presidential election, going to have any effect on issue campaigns as well? are we going to find super pac's that will influence the outcome of legislation or
